섬유산업이 근 20년 가량 사양산업이라는 굴레에서 벗어나지 못하다가 최근 다시 재조명을 받고 있다. 섬유산업은 1970년대초 우리나라 수출의 약 40%를 담당했고, 1987년에는 단일산업으로는 처음으로 수출 100억불을 넘어서는 쾌거를 이뤄낸 산업.
현재는 국내 산업에서의 위상이 과거에 비해 다소 떨어지기는 했지만 여전히 전체 수출의 10% 정도를 차지하고 있고, 중국 이탈리아 미국 독일에 이은 전세계 제5위 섬유수출 대국의 입지를 유지하고 있다. 또한 우리나라 산업인구 10명 중 1.5명은 섬유업체에서 일할 정도로 여전히 우리나라 산업의 중요한 자리를 지키고 있기도 하다.
최근 한국 섬유산업 부흥의 중심에는 벤더(vendor)라고 불리는 봉제 무역회사들이 있다. 이들은 중남미나 동남아시아 등지에 생산기지를 두고 수십만명의 현지 노동력을 활용, 의류를 제작하고 이를 세계 각지에 공급함으로써 수출액이 적게는 수천만불에서 많게는 10억불에 이르기도 한다. 대형 벤더사의 경우 신입사원 초임이 내로라하는 국내 대기업 수준에 육박하며, 입사 경쟁률도 매년 수백대 일이 넘는다.
도대체 사양산업이라던 섬유산업에 그간 무슨 일이 있었던 것일까? 과거 경제 부흥을 이끌었던 유수한 섬유 대기업이 문을 닫거나 규모를 줄여 실업자를 양산했고, 대학의 섬유공학과조차 과명을 바꿔야 할 정도로 숱한 굴욕을 겪었던 섬유산업이 근자에 다시 뜨는 이유는 다름아닌 스피드를 통한 가격경쟁력에 있다.
의류시장의 숨가쁜 흐름을 쫓아갈 수 있도록 원단부터 완제품 제조에 이르는 생산 속도가 다른 나라 기업에 비해 월등히 빠르기 때문에, 촌각을 다투는 유행의 물결에서 우리 기업들이 단연코 돋보인 것이다. 또 그 동안 저렴한 인건비로 수십년간 세계 섬유산업을 독식해온 중국이 최근 인건비의 덫에 걸려 경쟁력이 낮아진 틈을 타, 국내 기업들이 중남미와 동남아의 저렴한 생산 인력을 활용하게 됨으로써 잃어버린 가격 경쟁력을 되찾은 것도 힘이 됐다.
아울러, 유럽 미국과 자유무역협정(FTA)이 발효된다면 한국의 섬유산업은 또다시 큰 전기를 맞게 될 것이다. 기존 경쟁력에 무관세의 혜택까지 더한다면 중국 등 경쟁국가에 한발 앞서는 계기가 될 것이다.
누군가 필자에게 '섬유산업은 사양산업인가?' 라고 묻는다면 나의 대답은 이렇다. "섬유산업은 끝없는 변화와 발전을 거듭하는 역동과 기회의 산업"이라고.
